The purpose of the project was to research the compliance of Administrative Services Centers activities with the requirements of the Law of Ukraine “On Administrative Services”, to identify typical problems in their creation and operation, to provide targeted recommendations for management staff and founders of Administrative Services Centers on improving their work. Monitoring was performed using the methodology developed by the experts of the Center of Political and Legal Reforms. Also Local Democracy Foundation (Kharkiv), Information Consulting Center and the Center of Local Self-Government Authorities Research (Lviv) were the project partners.
Experts of The Center “Tamarisk” held public monitoring of Administrative Services Centers in 4 cities: Dnipro, Kamianske, Kryvyi Rih and Pavlohrad.
As a result of general monitoring, the project experts came to the conclusion that urrent legislation significantly limited the opportunities to provide services to citizens. In particular, the absence of a single list of services to be provided by Administrative Services Centers was indicated. Citizens were poorly informed about the activities of Administrative Services Centers and their role in providing administrative services. Based on the monitoring results, recommendations were prepared. In partnership with the Center of Political and Legal Reforms in Dnipro, a round table “Results of the Public Monitoring of Administrative Services Centers and the Role of the Public in Improving the Quality of Administrative Services” was held. Experts of the Center “Tamarisk” participated in All-Ukrainian conference on the results of the project.
Following the initiative of the Center of Political and Legal Reforms and its partner organizations, the Cabinet of Ministers of Ukraine proposed issuing Ordinance No 523-p “Some Issues of Providing Administrative Services by Executive Bodies through Administrative Services Centers” on May 16, 2014. A list of the essential administrative services for citizens which were managed by State Migration Authority, State Registration Authority, and State Agency of Land Resources of Ukraine was adopted. Work on reforming administrative services has begun.
